Reading Documents (GET)

Endpoint: GET /api/documents.php

Retrieves pilot documents and expiry statuses. Reading your own documents just requires the pilot_documents feature (Professional tier) on any club you belong to; reading another member's documents (?user_id=) additionally requires you to be an admin of a club that person also belongs to.
